COVID is about as deadly as the common cold, and in all likely hood the virus they are testing for IS the common cold and they are recategoring it as COVID. Blue states are still in lockdowns purely to further their political agenda. Also, boomers are scared, very scared of their own mortality. Locking everyone in for the common cold serves their purposes as well. Finally, the mRNA "vaccines" are mRNA research studies, blessed with the largest sample size they could have ever asked for.
