As long as the economy is decent, you're not going to get people off their hands. By all means, prepare for when people are receptive, but comfortable people are complacent. It's basic human nature.
So what's the gameplan if they're able to maintain the economy throughout all of this? Just go "oh well, guess things didn't get bad enough to warrant a response". I could envision a scenario where the power brokers could manage to keep enough bread and circuses going that no one ever reaches that level of sufficient discomfort and that's what truly terrifies me: that people might never reach a point where they feel a response is warranted.

There might be... probably will be a huge economic crash to start as the dollar plummets; however, the minders will quickly swoop in with their promises of state-sponsored salvation, and the helpless masses, already weak and compliant due to the personal weakness promoted by civilization, will scream for that “boon”.

I don't believe it's possible. The easy times are about to end. If I'm wrong, I'm kind of okay with that.
