I do not want to give you more fuel but that is what I've noticed, when ever women get to decide anything they strongly favor other women. It is insane watching it. Better reviews, easier interviews, faster promotions, lower metrics to uphold. Men on the other hand also favor women but not to the same degree.

If I had a way to fix this it would be to put only gay men in charge. I know many here do not like gay men but when it comes to men vs women they are the only ones that do not favor women in the workplace.
