I suspect this has quite a bit of truth to it. Xi Jinping seems to want to throw his weight around on the world stage but the People's Liberation Army is a textbook case of quantity over quality, something that seems to be causing China problems in their efforts to muscle India into doing what it's told.

To my understanding, it's not like anyone's keeping score, but the PLA is finding even relatively small detachments of Indian armed forced rather harder work to subdue than they'd like.
