On just a logistical perspective, I don't see how formalized governmental education can make someone more or less manly. "Manliness" is created from culture, and requires a cultural shift more than a top-down dictate.
You can teach someone acts associated with manliness, but unless there is a desire to regularly perform those acts, all it is, is empty knowledge. I know how to make a rabbit trap and how to skin a rabbit, in theory. Never done it. Manly, I can go hunting... CAN. But I don't. Because buying rabbit from the store prepared is easier.
