Agreed. They want to keep him bogged down in the process because if it went to trial any jury would look at what happened and say "I dont understand, whats the problem here?" because just about anyone in the area would have done the same thing he did.
So the prosecutor needs to keep it in the process as long as possible to keep the punishment up before it finally ends with the jury telling him to get lost.
