As I read it, this would have decriminalized everything that happened in the Portland CHAZ, were such laws on the books, except the rape and the murder.

Am I reading that wrong?

Nope, you got it.

Outside of the shootings/murders I don't recall anyone charged with a crime in the Seattle Chaz summer of love.
