In that case wouldn't it be more likely that they stepped it up to comply with Japanese regulations instead of a personal dislike. It seems unlikely they would invest the energy when the site would be in trouble shortly regardless.

Nope. At least not in this case. Kissanime and Kissmanga shut down because stricter copyright laws have been announced in Japan. Though they don't officially apply until Jan 1st 2021, some parts will apply from October iirc.
