That's why we had the "of good character" clause. Not sure it would do much for us now as the cultural values have drifted catastrophically since the words were penned, but it's supposed to guard against letting in undesirables who would otherwise meet immigration criteria.
I think at the root there needs to be an acceptance of adversity baked into the system. The core of the leftist ideology is embracing weakness and incompetence and then deferring all responsibility. They can only get away with that because we have such unprecedented prosperity that they can literally fail at life and not keel over dead from it. I don't know how to achieve this, but I think if you can create an incentive structure that discourages failure you'll see this ideology recede.
