Uncle Scrooge has been pretty much ongoing, actually. They just kept switching publishers. Right now IDW Publishing has the license.

As for horror, sci-fi, and war comics, I'd put the blame on better special effects in the movies. For horror, the trend toward showing beautiful women wearing little was undoubtedly an added attraction.
