They're acting. They're not stupid. His friend's blocked the cops to keep him from getting caught. They're just running their mouths so that they can attract enough attention that a mob can form, and then they can go in and pull him out while the cops are dealing with 40 screaming people.

Or so that when they've cut the footage off appropriately, all you'll see is the police dragging a guy away to the sounds of "He didn't do nothing!"
