I'll say this as someone unfortunately quite familiar with the federal government, that's not even the worst incompetence I've ever seen. We're lucky swathes of the nation aren't on fire all the time.

so true. i've worked in govt. govt employees fall into 2 classes: 1) the absolute bottom of the barrel, lowest of the low, lower dregs of society, scum of the earth--people who can't hold down a job in the private sector. And this includes, cops, firefighters, and teachers.

I know of a scif that once had no crypto hand receipt holder for four years, completely because nobody bothered to double check.
They were still getting regular deliveries, material, documents, tape, etc.
The sheboon in charge of the site, when asked why she never brought this up or asked for a new receipt holder, simply said she didn't know what that was. 20 year career civvie. Not one functioning brain cell. She was not fired or disciplined.
the sheboons are granted special elite status in the government. they can't be held accountable for anything. the government is a jobs program for niggers. thats why so many of them work there. in my department they had a straightup fastrack program for quasi-legal South Africans and Nigerians. the secret is they intentionally paid well below market value and then claimed it was impossible to hire people to they were taking in boatloads of nigerians, somalians, ethiopians, and south apefricans. taxpayers were funding this without knowing. they were so dangerously negligent it was like a movie, i didn't believe what was happening was real, but it was.
It may be British but I recommend everyone watch the show Yes, Minister. It's all about a politician who's been elected to lead the country and the bureaucrats that actually do, and actually does a good job of showing how even a well meaning politician ultimately becomes part of the very deep state they were elected to fight.

I read a book from a german in the 20s about exactly that though in his time they were called parliamentaries.
