It took them that long to dismantle societal norms built on merit because it had good and strong foundations and structure. The one they replaced it with is big, loud and shiny, but it's rotten inside out. Without constant influx of resources (money, work, attention, propaganda...) it would croumble on it's own like a house of cards in a huricane.
