This isn't a biological issue. All tribal societies had strict rules for girls. This is a modern issue. Read the books by Theodore Daleymple. He goes into detail how strict the Brits were in the Victorian era towards women. Women who slept around got sent to the asylum or left to die in the gutter. Not like today where single mom's are venerated. This tendency of spoiling women rotten seems to be an American attitude as Americans were always softer on women then European cultures. Some old Manosphere author dug up old church (as in Middle Ages) sermons where women were flat out blamed for the fall of men, all blame for the garden thrown onto Eve. The rules for women were legitimately strict back then.
That sounds more like it is a biological issue but successful societies created strict rules to control for it.
Except the Anglo societies are the only ones who removed the rules for girls. And even the most baseline hunter gather society has strict rules on women. That would indicate those rules evolved pretty early on.
