Old stories tell of ways to trick the Genie back into the bottle. He wasn't a Disney-like dude with Robin William's voice, he was a huge MFer who could slay entire armies.

Unfortunately those tricks won't work a second time :/ We'd have to think of something new.

Like: Unless you register for the draft at 18? You cannot vote. You can be called to serve for 1 year even without a formal draft enacted.
The penalty for dodging the draft if called? Loss of all voting rights for 20 years. Plus 4 years of community service. Cleaning shit off the streets & stuff. Or something.
