Problems like this don't require a totalitarian big government controlling people and have such an easy solution. Just exile these people to Africa. Put them on a boat and send them to Africa. But the Africans in Africa will not appreciate this. Because they don't want to deal with these people either.
They might have just as much fun in sub Saharan Africa. Send them there. They would enjoy living Far Cry 2.
