Seems pointless complicated
God's plan is to win back Satan's soul. Which was already lost because of our creation. You should take some time with this, obviously, God does not operate the way men do, and your notions of complications are meaningless in the grand scheme.

Again. There's one God. He's trying to communicate something to all of us. It's not as straight forward as you would want it to be.
