That’s not a naturally occurring phenomenon, she wasn’t out “living with wolves”, she was heavily abused, in trauma, and without stimulus from any form of realistic existence. The second she was exposed to stimuli she learned nonverbal communication almost immediately.
Genie is far from the only example. Saturday Mthiyane, Dina Sanichar, Marcos Pantoja, the Bamberg Boy, the Girl of Issaux, Victor of Aveyron, there have been dozens of feral children, and none of them were "capable of expressing self-awareness."
