At most they knew this guy was planning and let him show up, but then it's whether secret service knew he was a 'tard or hoped he'd succeed.
Agreed. There's more than enough would-be assassins out there, and I doubt the feds would ever need to manufacture one. And if they did, I see no reason why leaving the patsy alive would be part of the plan.
