Epic did it after losing their lawsuit(s), but Apple is more wall-gardened so their iOS offering is supposed to be EU-only based on earlier searching.
I guess that may have or will change in Japan if Epic cares for the market. DMM is (presumably) much more culturally relevant there, however, given gacha.
The real story here is Japan breaking the app store monopolies on iOS and Android. Now they can't censor or shake down app devs.
Android never really had an app store monopoly. You could always download and install .apk files from anywhere on the Internet.
