No. In the theory of OP but with that context, your enemy would be the admissions boards and people writing the scholarships. More so than the students who benefited from those policies. The people who are creating the policies that are chiefly responsible.

Up to you if that's correct or not but it's not to hard to get to the general case of the people creating the policies rather than fixating on "the Fed" literally.

No one is saying that the blue-haired freak isn't an enemy. But fighting against her changes little because no one actually listens to her in the first place. She's a tool.
