Honestly it just depends on the rules and the makeup of the site. Even on reddit people would have big discussions about vote manipulation and admin/mod corruption until the site got really pozzed around 2016 ish. Now that it's a zombie site with every user either being a cuck, pervert, marxist, or whore being led around on a leash by jew mods and admins you don't see that discussion anymore.
I wonder if we'd even notice issues like botting and vote manipulation if the site was bigger? Or would they get lost in the noise?
