Ask yourself this question: why would a country report this prior to a ground operation? This doesn't fit typical war propaganda. Usually, you'd want to signal to your enemy how strong you are just before you invade so the enemy cowers in fear.
So, why is the USA and Israel reporting that Israel won't participate in the coming ground invasion? Well, it's because the message isn't for the Iranians, it's for the Israelis. Israelis know a ground operation is coming and if moral was high for such an operation, then you'd likely have got a message saying Israel ready to deploy ground troops in any future ground operation in Iran. However, if moral for such a mission in the military was so low that the fear itself could cause instability in the military, the military would want to get ahead of things by sending a clear message that they wouldn't be participating in any future ground operation.
This message ultimately tell me that moral in the Israeli military is exceptionally low right now and the military is barely holding itself together. Israeli couldn't launch a ground operation in Iran even if they wanted to without their military imploding.
They’ve got a lot of morale issues right now due to a lack of new troops to be deployed. Orthodox don’t join the military and they’ve practically rotated through all the men that they can in Gaza over the last three years, and a lot of them are tired of being away from home for so long without reprieve. To order the men that have spent three years away from home to help attack Iran would cause massive issues with recruitment and retaining manpower, watching the government continue to participate in these ridiculously stretched out wars.
