McCarthy was a bit of a loose cannon, but he didn't invent the House Un-American Activities committee. HUAC had been investigating communists for decades, as they were a massive problem.

Someone is going to do the research one day and find out that witch trials were completely justified. Ed Dutton kind of already did it but I didn't find his podcast on it comprehensive enough.
