No, I don't think so. Most modern writers suck and Israeli propaganda has been horrible. This theory ascribes a level of ability to elites that so far has not been in evidence.

Also, it would have been far better for them to simply crush American patriots instead of stoking their fires. If they really did possess a superhuman level of awareness and manipulation, they should've realized that they could take everything away from Americans without firing a shot.
