If this were in the West, I'd give it five minutes before some Somali kid wanders away fron his parents and falls over the railing, necessitation the whole thing being covered in ugly chain link "safety" fence.
Or a Somali literally throws a random white child over the railing, like what happened at the Mall of America a few years ago. edit: the child survived miraculously
