Not just 1.3 billion. More now; two generations' worth. Because you don't just abort a child, you abort an entire bloodline. Wars typically kill adults who have already borne their fruits.
If every one of those 1.3 billion would've had 3 children between them on average, that';s 3.9 billion less people on top of that 1.3. And those children would have had children by now; 11.7 billion if you follow the existing math.

Now they do. Back then (pre-1940), by the time you were ~22, you usually had a couple kids who could walk and another in the oven when you enlisted. Now we're waiting longer and having less of them.
