They have never had to worry about consequences before. Why start now? The reaction to one of their own getting shot isn't even acknowledging that they are not safe. No self preservation. Neither fight nor flight. They respond with offended admonition. 'Dude, what the fuck. How dare you? I'm telling on you.'
