Once you abandon merit as the main driver of hiring, it's always going to compromise quality of product and service. It doesn't even have to be about women or minorities. Make it redhead men with green eyes and after the big companies poach all the good talent from that limited resource pool, you're stuck with the substandard ones filling up your quota.
