I have an idea. Hear me out. Let's make American a racial construct. Either you're American or you aren't based on your race; however, let's also designate people United Earth Citizens.

All people of the planet can be a United Earth Citizen so long as they believe in the rule of law, in freedom of conscience & freedom of expression and in racially retarded meritocracy (sorry, I meant raceblind meritocracy).

If you're a United Earth Citizen you're accorded all the rights and privileges that a UN employee is given when conducting their duty but you are not afforded any special privileges for being an American citizen unless you're of the American race.
