The rates have never been static or linear in any one direction. It is, in the USA at least, about a 10 year cycle. You'll have high birth rates at the start and lower at the end. It creates "waves" of population. You can see this in the odd distribution within the age demographics pyramid.
Which makes sense. Populations have to be absorbed. New housing created. New jobs and small business opportunities created. New freeway lanes.
When the birthrate is low for a few years there are more opportunities left in it's wake.
It's stupid to think that if the birthrate fell enough we wouldn't create more people to fill it. It will just take 10 years to actually see. Globalist weirdos want to hide this fact.
