This happened in 2013. Why is this circulating now? And the killing was a traffic accident, where they couldn't prove the guy was driving recklessly. And from what I could find the driver was Polish.
Edit 2 - The Polish driver is "in all fairness" a real piece of shit. And did actually evade justice thanks to a prison panel giving him leave to attend his child's birth.
