Especially when the werewolves also control the media and use it to misinform/brainwash the villagers into believing that werewolves never harmed anyone, werewolves were always the victims, and in order to be a good villager you must support every agenda the werewolves have, like bringing in millions of sand people who are violent and need endless resources to survive in the village, and if you don’t support all of the werewolves agendas and the secondary destructive effects of those agendas, that makes you an intolerant evil villager who has backward morals just for wanting to protect the village. Then one half of the villagers grow to hate the other half for supporting policy that destroys the village, while the other half hates them back for intolerantly complaining about their village being destroyed.

Some of the villagers are smart enough to see through the lies and realize the werewolves are the real problem, and those villagers want to remove the werewolves, but the police are in the werewolves control so if the villagers do try to remove the werewolves in an unfriendly way, the villagers get a lifetime stay in prison….UNLESS the villagers come at the werewolves as a collective, and if that happens, the villagers better hope their collective is big enough to fend off the military because the werewolves control that too. The only way to win is with a big enough collective.

On a good note, a substantial portion of the villagers understand we are being attacked by the werewolves, the bad part is that they think they can use the werewolf controlled system to remove werewolf influence. Gotta get over that hurdle.
