afaik it's "declining population". That's the bugbear their Media has been trotting out for quite a while now.
Japanese people could adapt to a shrinking population if needed. It isn't easy but it's far better than bringing the 3rd world in with all their problems!
The correct course is to find the cause of population shrink and fix it.
Far easier said then done.
Shifting the entire culture is not an easy task. Almost every modern society has a "replacement problem" with people not averaging 2.6 children per couple, eh?
The myth that constant growth is not only possible, but a good idea is just that. Eventually growth will hit a wall, the limit of sustainable population will be reached then exceeded. After that comes Mad Max universe, probably, as everything collapses.
You’re right, it’s why influencing the youth is so scary to the powers that be. The slow Culture shift starts there.
