Usually when I don't want to do something I loudly and repeatedly bring it to everyone's attention that it should be done and I'm gonna be the one to do it.

Then once I have the ability to do the thing I loudly and dramatically crash out. I decline to do the thing, and deny the thing should be done.

It works great in my personal life and career so I can't imagine why it isn't working for Trump here.
