Why do you think Women pay so much attention to what each other is wearing prior to a social event? It's a form of aggression and competitiveness management.
If everyone is wearing clothes that are at the same "level" of effort/attractiveness there will be no opportunities for conflict over a guy, if all the Girls agree to wear "casual jeans and a top" and show each other what they're wearing, what do you think turning up in a one piece formal dress and fully maked up is going to communicate?
The Girls in the video are mad at this Woman because what she is doing is hitting on everyone that walks past.

So the Women are right to be annoyed at her flaunting herself at the top, in the same way you'd be annoyed if a stripper was lounging around in a Fireman's outfit saying "How you doing" to your Wife as you walked past with your family.
It's not envy as much as annoyance.
