I think this was meant to be one of those things related to the Great Reset (which seems to at least have been foiled) and it looks like this will become a more futuristic look at dead malls.
I've been over there for work. Corruption is rampant of course, so the contractors that get the job are useless and the slave labor doing the actual work are inept unless a westerner is involved managing things (and Saudis do everything possible to butt into that)
