The whole country really is sustained by the people who actually pay the taxes which is white americans (and some east asians). Everybody else is being propped up by the parasite system.

None of this is being done by the will of the people, whenever there is an actual vote on it the people supporting the system vote against it every single time. So when those productive citizens stop supporting the system, or stop being afraid of being fined and put in jail, then actual progress will be made.
