Presumably Trump is operating under the theory that the cost of letting business leaders abuse H-1Bs is worth the the gain of recovering the economy as a whole. One would hope that he believes there will be a net increase in American workers if his plans go through.
One potential problem with that scheme is that our current business leaders have no restraint. Or any goodwill towards Americans.
It’s bonkers to think that de-skilling and impoverishing Whites are going to make them attractive workers with all these new jobs these investments will bring in.
