They are inept in different ways.

This is their plan, they are doing it as intended, but their ineptitude is expecting the population to react one way: asking government for more security. When the reality is the population is staring at them like the nonces they are. Time will tell if the population actually starts treating them appropriately.

If their government doesn't change its behavior, they damn well might.
