White Brits are far more likely to attack other Whites for being icky racists than to protect their culture and heritage. There doesn't need to be an official announcement that browns and blacks are legally allowed to rape and murder Whites on British land and there won't be one - the word is already out unofficially and by the time the surviving Whites realize it beyond any shadow of doubt or mass media deception it will be too late.
