The really scary thing is they don't even need to strike a target directly, indeed it wouldn't be economical to do so. All they need is to detonate in high orbit and the resulting EMP will cover a much vaster area. The resulting chaos will probably kill as many as a direct blast would, through over weeks rather than instantaneously.
