His point was that him being held on bail is not in keeping with California's usual stance on crime. He was mocking cashless bail. And he was implying that the jailing was political. And he said to bail him out if possible, and then ask him questions.
He wasn't celebrating the dude, he was saying - just like we all do here - that there was something weird going on, and he wanted to get to the bottom of things. He wanted to talk to the dude, not celebrate him.
