A lot of cultures - many of them non-white - hold language to be purely transactional. For these people, communication is not a collaboration between two people seeking cooperation, mutual understanding, or truth. Instead, much of the non-white world see discourse as nothing more than a series of passwords that generate desired outcomes. There’s no legitimate argument or even meaning (definition) behind the words, nothing beyond “I say x, then I get y”.

That's only how they behave in the West, because like Skinner's pigeons, they pressed the lever and got the goodies. Rest assured that this does not work in their home countries.
