Lutnick's claim is that the absence of 600,000 chinks means that there is a void in the upper echelon of the best ivy league universities. Without the chinks, the Whites and affirmative action college attendees would be promoted to the upper echelons of academia, but then that would leave a void in the LOW tiers of academia, forcing smaller community colleges to have to shut down. So basically he was telling you that these imported chink students are smarter than you Americans are and that we have to let foreign chinks attend our universities or else we will have to close some colleges and universities because we have too many of them.
He knew that sounded absurd so he kind of gave up saying it in the middle of his interview with Laura Ingraham on Fox news. And even she being the stooge for Republicans that she is seemed a bit bewildered how the hell this is Ameirca first.
Then some of his hand rubbing ensued.
It may also be a part of the trade deal with China. Trump and his dumb MAGAtard simp base think he won these trade deals but they don't know ANYTHING about the details of what consolations Trump had to make. It means more migrant invasion, more debt, more loss of freedom, more taxes, higher prices, more inflation, etc.
Regardless, it sounds like we have too many colleges and universities. Let the market sort it out. Or better yet, cut back funding and subsidies and then you'll eliminate the glut.

It looks like his claim was the opposite, that lower-ranking schools depend on foreign enrollment to survive. Which I could see being true.
edit: I was wrong, Lutnick said the students would be "emptied from the top," thereby displacing enrollment upwards from the bottom 15% of colleges.
I stick by my interpretation.
