That local jurisdictions are feeling so much pressure they're starting to cave.
That the national government is seen as so ineffectual that those MEANT to be beneath them do not think they'll suffer consequences to openly defying them.
The only reason I wouldn't say this is 'red meat' to try and placate people is it went on for TOO LONG and at this stage, any attempts to placate actually feeds them to do more.
