That's certainly a possibility, as this has been the case with many prominent 'hate crimes'. But at least it's about Canadian internal affairs, not shilling for an aggressive rogue state bent on regional hegemony.

Third one may be less reasonable than you think. There've been several hate crime hoaxes involving jews and synagogues in Canada.
