This is going to get to the point that;
A) Someone is simply going to shoot these groups eventually,
And;
B) When enough of those shootings keep happening because they are needed the public support for them will do nothing but grow, because it will start with some condemning it while others keep quiet until it gets too much to stay quiet about.
It's happened before and, yes, it will happen again.
See Bernhard Goetz. Even back then, one of his "victims" won the ghetto lottery, though.
