If people who support bad policies normally paid the price for them, we would not have them.

Sadly not the case. We'd have less bad policies making it through, but plenty of these people are so ideologically captured they'll still push the same policies that literally destroyed their lives.

I mean, that already happens; look at blue cities.

Also, we have instances of really bad shit happening on the individual level, like rape and murder, where people still protect the rapist or handwave away the murder, even when they're personally deeply affected. Insert FOOD TRUCKS meme here. :(
