5% is still too much in my opinion. 5% can still do a lot of damage to the country. And if it were at maximum cap country wide it would be more foreigners than what Japan currently has which is 3% and those foreigners are having more children than Japanese people are.
And Japanese citizens are not nessessarily Japanese people. There's plenty of naturalized citizens who are not Japanese ethnics. Sanseito knows this which is why they don't allow naturalized citizens as party members, however unless Sanseito can freely admit that they just want to support Japanese Yamato ethnicity and not just citizens, this won't really work in the long term.
